Unable to load service index

Symptom

The service index fails to load and the following error is shown:

The real build log repeats this NU1301 failure for every NuGet feed the project restores from, and then cascades into a long run of CS0400/CS0246/CS0518 compiler errors once the restore fails — trimmed here since it's the same root cause repeated many times.

Solution

Delete NuGet.Config locally. Don't merge this change.
